Flexibility and Temporary Storage


According to Resolution 499/2015/R/Gas, the Authority for Electric Energy, Gas and Water System (“Authority”) has extended the trial period for flexibility service until December 31, 2017 – as agreed upon by Point 4 of Resolution 502/2013/R/Gas. Through Resolution 555/2016/R/Gas, the Authority has approved the updated fees.

At the time of subscription to the Service, Clients may choose between two options:

Option 1 calls for the cancellation of the daily activation fee (Italian: CAS) and the retrieval of the related earnings with an increase in the subscription fee (Italian: CSS)

Option 2 calls for an update of CSS and CAS fees, taking into account the incremental fixed costs already recovered.

Fee for Flexibility and Temporary Storage Services: Thermic Year 2016/2017

Terminal Adriatic LNG publishes the rates for the Flexibility and Temporary Storage Services for Continuous Users and Users of Spot Capacity who have subscribed to such services in accordance with Article 3.7. Chapter II of the Regasification Code.

The structure of the fees and their relative quantification, defined by the criteria set forth in Resolution 502/2013/R/Gas, were initially approved by the Authority with Resolution 448/2014/R/Gas and subsequently updated through Resolution 555/2016/R/Gas.

The fee for the services includes: a subscription fee (CSS) which grants access to the flexibility and temporary storage services; the activation fee (CAS and/or CBO) for the selected service and the supply fee (CRF and/or CRS) for the selected service.

In particular:
Flexibility Service = CSS + CAS + CRF
Temporary Storage Service = CSS + CAS + CBO + CRS

Subscription is offered on an annual, biannual and monthly basis.

CSS is the fee for Subscription Services and it depends on the subscription period chosen by the client and by the Fee selected, in compliance with attachment A of Resolution 555/2016/R/Gas, and is equal to:

CAS is the Activation Fee and is remitted as follows:

  • For the Flexibility Service according to the fee selected:
    • every time that the User will require the activation of the service or
    • otherwise it will be equal to 0

For the Service of Temporary Storage for each day in which the Client will require the Redelivery of the temporary stored quantities As it has been defined by resolution n. 555/2016/R/Gas CAS is equal to Euros 4,673

Redelivery for Flexibility Fee “CRF”
CRF is the Redelivery for Flexibility Fee, expressed in Euro, calculated based on the subscription period, on daily balancing market prices (PB-Gas)1 and on the requested volumes for flexibility, on the base of the following formula:
CRF = P x Difference Prices Flexibility x Flexibility Volumes
where:
P is equal to
0,25 for the annual subscription
0,4 for the semiannual subscription
0,5 for the monthly subscription

Difference Prices Flexibility = balancing market price of the day D+1 (the day during which the increase or the decrease of the volumes is performed, due to the flexibility request) minus the weighted average of the daily balancing market prices during the Compensation Period  (“Periodo di Compensazione”, “PdC”), where the weights are the compensation quantities in PdC.
Flexibility Volumes = are the incremental/decremental quantities of the Programme Variation for the day D+1,  converted into energy using the reference gross heating value as communicated at the same time of the Flexibility Service offer.
CRF will be paid by the User in the following cases:
if the User requires an increase of the Variation Programme  for the day D+1 and the Difference Prices Flexibility is positive;
if the User requires a decrease of the Variation Programme  for the day D+1 and the Difference Prices Flexibility is negative;
For the calculation of the Difference Prices Flexibility for the Session 1 it is considered the daily balancing market price PB-Gas session D+1, while for the Session 2 it is considered the daily balancing market price PB-Gas session D-1 (locational session). If, for any reason, the PB-Gas prices of the session D-1 (locational session) are not available, the prices of the PB-Gas session D+1 will be utilized.

CBO is the Boil-Off fee for the service of Temporary Storage calculated according to the following formula:
CBO = Cgs x 0,05% x (Temporary stored volumes) x (number of days spent in Temporary Storage)
CBO will be remitted following the allocation of the Service of Temporary Storage.

Redelivery from Temporary Storage Fee “CRS”

CRS is the Redelivery from Temporary Storage Fee, expressed in Euro, calculated on the base of the subscription period, of the daily balancing market prices (PB-Gas) and of the volumes required in Redelivery from Temporary Storage, on the base of the following formula:
CRS = P x Difference Prices Storage x Volumes in redelivery from Temporary Storage
where:
P is equal to:
0,25 for the annual subscription
0,4 for the semiannual subscription
0,5 for the monthly subscription
Difference Prices Storage = maximum price of the daily balancing market in the redelivery period from Temporary Storage minus the average of the daily balancing market prices in the Period of Request  “PdR”  where PdR represents the period between the day of the allocation of the Temporary Storage Service to the User and the last day of the Redelivery from the Temporary Storage.
Volumes in Redelivery from Temporary Storage = these are the redelivered quantities from the Temporary Storage converted in energy using the reference gross calorific value.
CRS will be paid from the User only if the Difference Prices Storage is positive.
For the calculation of the Difference Prices Storage the relative prices of the balancing market PB-Gas session D+1 will be utilized.
